Rewrote website/docs/modules/proj.html from 1126 → 1514 lines (+388 lines, +34%). Encodes three strategic roles the PROJ module plays simultaneously — orchestration spine for cross-module joins, memory-anchored decision substrate, consultancy-native Engagement billing surface — with no role under-served. Targeted Edit operations preserved the existing strong content (4 primitives, sync-engine architecture, 5 key-flow sequences, status enum + workflow overlay, 7 surface CLI commands) while adding 4 strategic deep-dive sections + risk/KPI extensions + universal-protocol references.
