TASK-CHAT-102: Import Slack export archives into native chat

TASK-CHAT-006 (archived Mattermost-era spec) holds the intent: idempotent zip import, channel/user mapping, checkpointed.

Acceptance criteria: to be sliced when scheduled; the archived spec under docs/tasks/_archive/chat/ is the starting inventory of requirements, re-read against the native service (services/chat).
