TASK-CHAT-105: Per-subject DSAR export of chat data

TASK-CHAT-012 (archived) holds the intent; PDPD-relevant; exports messages/attachments/memberships for one subject.

Acceptance criteria: to be sliced when scheduled; the archived spec under docs/tasks/_archive/chat/ is the starting inventory of requirements, re-read against the native service (services/chat).
