Filed 2026-07-08 as a stub and never authored; the normative clauses it always needed were written against TASK-IMP-110's evidence instead of being re-derived here. Closed as duplicate rather than closed deliberately: closed loses the link, and the link is the whole value — it is how you find out that the idea was ours on 2026-07-08 and that what was missing for nine days was the authoring, not the idea.
